This article is about the important role of the referendum and that the citizens’ voice is also important. The fundamental principle of democracy is direct democracy, where citizens must have the right to vote on important matters for the society. It is worth noting that the importance of democracy is permanent. There are permanent institutions of democracy, for example a local referendum. This means that the local authority asks citizens what they think about important matters. It is important to properly regulate it, because it is the basis of the state’s system. Democracy without a referendum is dangerous because it is not real.

Obywatelska inicjatywa ustawodawcza daje możliwość współdecydowania o najważniejszych kwestiach w państwie. W artykule przedstawiono pojęcie inicjatywy ludowej oraz jej podział ze względu na formę, zasięg terytorialny, przedmiot inicjatywy oraz stopień pośrednictwa. Opisano również procedurę obywatelskiej inicjatywy ustawodawczej w sprawie częściowej oraz całkowitej zmiany konstytucji w Szwajcarii. Wskazano praktykę stosowania tej formy demokracji bezpośredniej na każdym szczeblu administracji publicznej Konfederacji Szwajcarskiej.

At the moment it is not very popular among Polish people to use the institutions of civil society in Poland.The article presents the concept of institution and civil society. It is followed by the description of institutions which are used by the civil society in Poland and more specifically the role of local government, non-governmental organizations, volunteering, social resistance and popular initiative.
